Why did the military manage the covid-19 response?

It's exactly one year ago that police and armed forces violently intervened in a completely peaceful protest.

We understand now that the military was not only involved in Canada but in many other countries around the world. Why?
Because governments were certain of one thing that they had denied for so long: COVID-19 was the result of a government-sponsored bioweapons program.
