Why did the military manage the covid-19 response?

It's exactly one year ago that police and armed forces violently intervened in a completely peaceful protest.

We understand now that the military was not only involved in Canada but in many other countries around the world.
A possible explanation might be that governments were convinced that COVID-19 was the result of a government-sponsored bioweapons program. They denied any wrong doing publicly but it seems internally they were almost certain that this was the result of their own bioweapons research.
